Creates the Government Technology Modernization Council within the Department of Management Services, composed of 17 members including the Lieutenant Governor, state agency heads, 8 appointed technology experts, and 2 legislators, required to meet at least quarterly and submit annual legislative recommendations by December 31 of each year

Requires entities offering AI-generated chatbots, images, audio, or video for commercial purposes to adopt safety and transparency standards disclosing to consumers that the output is AI-generated, and requires developers to make AI-generated content recognizable as such to other AI systems

Authorizes the Department of Legal Affairs to enforce AI transparency violations as unfair and deceptive trade practices under the Florida Deceptive and Unfair Trade Practices Act, with civil penalties of up to $50,000 per violation; no private cause of action is established

Criminalizes the knowing possession, control, intentional viewing, or intentional creation of AI-generated child pornography (depicting fictitious minors that would reasonably appear real) as a third-degree felony, with a law enforcement investigation exemption

Amends s. 92.561, F.S., to include AI-generated child pornography under existing prohibitions on the reproduction of child pornography in criminal proceedings, effective July 1, 2024
