Codifies, reenacts, and amends all existing special acts (13 prior Laws of Florida chapters dating from 1975 to 2019) governing the Pinellas County Construction Licensing Board (PCCLB) into a single consolidated charter, and repeals the prior individual special acts.

Establishes the PCCLB as a 15-member board appointed by the Pinellas County Board of County Commissioners, comprising 8 licensed construction professionals (general, residential, electrical, plumbing, mechanical, roofing, and swimming pool/specialty contractors plus one architect), 4 building officials (county, North county, South county, Beach community), 2 consumer representatives, and 1 fire official, with 4-year terms and a two-consecutive-term limit.

Removes prior requirements for a code compliance bond and certain liability insurance as conditions for certification, while retaining the requirement that applicants obtain public liability and property damage insurance before an active certificate is issued; also removes obsolete registration and funding provisions.

Grants the PCCLB authority to adopt rules, administer examinations (minimum passing grade of 70%), issue cease-and-desist orders, employ investigators, issue citations, establish additional contractor/journeyman classifications, and take disciplinary actions including suspension, revocation, and administrative fines up to $1,000 per violation.

Designates the PCCLB as the sole local governing body authorized to make technical amendments to the Florida Building Code and the NFPA Life Safety Code 101 within Pinellas County, and creates four Boards of Adjustment and Appeals (plumbing/mechanical/gas, electrical, general building code, and life safety/fire code) to hear appeals and provide code interpretations.
