Legalizes the open carry of any otherwise legal firearm or electric weapon or device by removing the existing prohibition on open carry (amending s. 790.053, F.S.)

Eliminates all fees for concealed weapon/firearm licenses, including the up-to-$55 initial fee, up-to-$45 renewal fee, $15 late fee, fingerprint processing fees, background check fees for firearm purchases, and tax collector convenience fees, shifting costs to general revenue

Revises the list of places where carrying firearms is prohibited by removing polling places, athletic events not related to firearms, career centers, and college/university facilities from the restricted locations list, while adding a prohibition on openly carrying handguns in still-restricted locations like courthouses and schools

Overhauls risk protection ("red flag") orders by eliminating temporary ex parte orders, changing court issuance from mandatory ("must") to discretionary ("may"), granting indigent respondents a right to appointed counsel, removing the prohibition on attorney fee awards, and deleting liability protections for those involved in obtaining such orders

Removes the ability of school districts to adopt policies restricting possession of weapons or firearms in vehicles on school property for student and campus parking purposes
