Proposes constitutional amendments to Article III of the Florida State Constitution, amending Sections 2, 3, 4, 8, 9, 15, and 19 governing legislative procedures, to be submitted to voters at the next general election

Restructures legislative sessions by eliminating special sessions and the 60-day session limit, instead allowing the legislature to convene monthly beginning on the first Monday of each month (second Monday in July and January); requires each house to maintain at least 9 specified committees (including Appropriations, Judiciary, Rules, and others) with nonoverlapping jurisdictions and a combined cap of 30 committees and subcommittees per house

Restricts the presiding officers (Senate President and House Speaker) to presiding over sessions and voting only—they may not introduce legislation or serve on committees—and requires proportional political party representation on all committees and subcommittees

Sets legislator compensation at half the salary of a U.S. Representative, authorizes each member to hire at least two staff persons compensated at no less than one-third of a U.S. Representative's salary, and requires each house to provide members with office facilities at both the state capital and in their home districts

Extends the governor's veto period from 7 to 14 consecutive days, requires bills to be presented to the governor within 14 days of final passage, changes the effective date of laws to the 60th day after becoming law (rather than after adjournment sine die), and authorizes the reduction or elimination—but not addition—of specific appropriations during the 72-hour public review period for appropriations bills
