Removes the requirement that virtual instruction program providers be nonsectarian, removes the mandate that school districts provide specific virtual instruction options, and authorizes (rather than requires) districts to provide equipment and internet access to virtual instruction students

Requires district school boards to establish retention requirements for students in kindergarten through grade 2 based on English Language Arts and mathematics performance, extends early literacy and mathematics deficiency screening to Voluntary Prekindergarten Education Program students, and requires individualized progress monitoring plans to be developed within 45 days of screening results

Authorizes school districts to charge a $100 processing fee for instructional materials objections filed by parents or residents without a student enrolled at the school who have already had five unsuccessful objections in the calendar year; requires the Department of Education's list of removed/discontinued materials to be sorted by grade level

Repeals statutes relating to single-gender programs (s. 1002.311), the Commissioner's fine arts report (s. 1003.4995), the Competency-Based Education Pilot Program (s. 1003.4996), and automotive service technology education program certification (s. 1004.925); eliminates several annual reporting requirements for school districts, the State Board of Education, and the Commissioner

Revises the instructional materials adoption timeline to require at least 6 months between bid specification release and submission deadline, with initial state-adopted materials lists published by July 31 of the year preceding adoption (or by December 1, 2025, for the 2025-2026 cycle); changes school readiness program plan review from every 2 years to every 3 years
