Creates the Indian Gaming Revenue Clearing Trust Fund within the Department of Financial Services to serve as a depository for revenue-sharing payments received by the state under gaming compacts as defined in s. 285.710(1).

Exempts funds deposited into the trust fund from service charges imposed under s. 215.20.

Directs the Department of Financial Services to disburse funds from the trust fund by nonoperating transfer as provided in s. 380.095.

Exempts the Indian Gaming Revenue Clearing Trust Fund from termination provisions under s. 19(f)(2), Art. III of the State Constitution.

Takes effect on the same date as CS/HB 1417 or similar legislation, if adopted in the same legislative session and becomes law.
