Establishes the Dozier School for Boys and Okeechobee School Victim Compensation Program within the Department of Legal Affairs to compensate living persons who were confined at either school between 1940 and 1975 and subjected to mental, physical, or sexual abuse by school personnel

Appropriates $20 million in nonrecurring General Revenue funds for fiscal year 2024-2025, with each approved applicant receiving an equal share of the total appropriation as a one-time payment

Requires applications to be submitted under oath by December 31, 2024, with reasonable proof of confinement (e.g., school records, court records) and proof of abuse (e.g., a notarized statement); personal representatives or estates of deceased victims are ineligible

Applicants who accept compensation waive any right to further compensation related to their confinement or abuse at either school

Authorizes the Commissioner of Education to award a standard high school diploma to compensated individuals who did not complete high school graduation requirements
