Directs the Florida Department of Highway Safety and Motor Vehicles to develop a "General Aviation" specialty license plate featuring the word "Florida" at the top and "Support General Aviation" at the bottom, with colors and design approved by the department.

Annual use fees from plate sales must be distributed to the Aerospace Center for Excellence, located in Lakeland, Florida, to fund scholarships for in-state students pursuing aviation careers.

The Aerospace Center for Excellence may use up to 10 percent of collected fees for administrative costs and marketing of the plate, with the remaining balance directed to the organization's operations, activities, programs, or projects.

Adds subsection (127) to section 320.08058, Florida Statutes, governing specialty license plates.

Effective date is October 1, 2024.
