Repeals approximately 18 Florida Statutes provisions that have already expired or self-repealed by their own terms, formally removing them from the 2023 Florida Statutes through the reviser's bill process authorized under s. 11.242(5)(b) and (i), F.S.

Expired provisions being removed include prohibitions on public and private employer COVID-19 vaccination mandates (ss. 112.0441 and 381.00317), hurricane-related property tax relief measures for Hurricanes Michael, Ian, and Nicole, and a toll rate inflation adjustment freeze for fiscal year 2022-2023.

Repeals the Florida Patient's Compensation Fund (s. 766.105), the Soliciting for Prostitution Public Database (ss. 796.07(5)(e) and 943.0433), the School Hardening and Harm Mitigation Workgroup (s. 1001.212(11)), and the First Responders Suicide Deterrence Task Force provision, all of which expired or self-repealed by January 1, 2024 or earlier.

Amends s. 409.908(2)(b), F.S., to remove an expired Medicaid nursing home reimbursement transition provision that required providers to be paid the greater of their cost-based rate or prospective payment rate, which expired September 30, 2023.

Makes conforming cross-reference amendments to eight other statutes, including sections governing value adjustment boards, threat management teams, the Florida Safe Schools Assessment Tool, and the school choice online portal, to reflect the repealed provisions.
