Reenacts the authority of Triumph Gulf Coast, Inc. to retain earnings generated by investments and interest, which can be used for awards or administrative costs, with employee/contracted staff salaries capped at $130,000 and benefits at 35% of salary

Removes the requirement that grants received by regional economic development organizations under the Regional Rural Development Grants Program be matched by nonstate resources equal to 25% of the state contribution

Eliminates the requirement that applicants demonstrate financial or in-kind commitments from local governments and the private sector as a condition of program participation

Removes the requirement that the department consider the "demonstrated need" of the applicant when approving program participants, while retaining requirements for documentation of local government support and active involvement in regional economic development

Maximum annual grant amounts remain unchanged at $50,000 per organization, or $250,000 for any three regional economic development organizations serving an entire rural area of opportunity region; effective date is July 1, 2024
