Reduces the deadline for community associations (condominiums, cooperatives, and HOAs) to issue estoppel certificates from 10 business days to 5 business days after receiving a request, with no fee allowed if the deadline is missed.

Caps estoppel certificate fees at $250 for units with no delinquency and an additional $150 for delinquent units, while eliminating the prior $100 expedited delivery fee and removing the Consumer Price Index-based fee adjustment mechanism.

Prohibits associations and closing agents from charging any unauthorized fees—including convenience, archive, service, processing, delivery, credit card, certification, or third-party fees—declaring such charges void and ignorable by the requestor.

Requires estoppel certificate fees related to a sale or refinancing to be paid from closing or settlement proceeds, with the unit owner responsible if the closing does not occur; associations must annually establish fee-charging authority by board resolution or written contract.

Adds disciplinary grounds for community association managers who charge unauthorized estoppel fees, fail to timely provide certificates, or provide incomplete certificates, and prohibits indemnification agreements covering errors or omissions related to estoppel certificate preparation.
