Exempts collegiate license plates from the annual discontinuation requirement that eliminates the specialty plate with the fewest registrations, and allows colleges or universities with previously discontinued plates to resubmit them to the Department of Highway Safety and Motor Vehicles for reauthorization

Redirects Live the Dream license plate proceeds from the Dream Foundation, Inc. to the Department of State's Historic Cemeteries Program, with funds dedicated to researching, identifying, and recording abandoned African-American cemeteries, while retaining up to 5% as a royalty to the Martin Luther King, Jr. Center for Nonviolent Social Change

Expands Divine Nine license plate eligibility to include vehicle lessees and immediate relatives (spouse, domestic partner, or child) of organization members, with appropriate documentation requirements

Renames the "Give Kids the World" license plate to the "Universal Orlando Resort" license plate

Authorizes nine new specialty license plates: Margaritaville, General Aviation, Clearwater Marine Aquarium, United Service Organizations (USO), Recycle Florida, Boating Capital of the World, Cure Diabetes, Project Addiction: Reversing the Stigma, and The Villages: May All Your Dreams Come True, each with designated nonprofit recipients and up to 10% of fees permitted for administrative and marketing costs
