Creates section 316.21275, F.S., authorizing utility terrain vehicles (UTVs) — defined as vehicles less than 70 inches wide with side-by-side seating, steering wheel, and required safety equipment — to be operated on public roads during all hours

Limits UTV operation to two-lane county roads and municipal streets with posted speed limits under 55 mph that have been specifically designated by the local government after a safety determination

Allows UTVs on the State Highway System only to cross at approximately 90-degree angles where a quick and safe crossing can be made; the Department of Transportation may prohibit UTV operation on any road under its jurisdiction for safety reasons

Requires UTV operators to hold a valid driver license (or a learner's license with direct supervision from a licensed driver in the adjacent front passenger seat) and comply with traffic laws, insurance requirements, proof of ownership, and proper license plate registration

Permits counties and municipalities to enact more restrictive UTV regulations or prohibit UTV operation entirely on roads under their jurisdiction; violations are noncriminal traffic infractions punishable as nonmoving violations, effective July 1, 2024
