SB 518 — Responsible Gun Ownership Act (Florida, 2024)

• Requires all firearm sales or transfers between unlicensed persons to be conducted through a federally licensed dealer, who must perform a background check and maintain records; violations constitute a third-degree felony
• Exempts transfers between family members (spouse, parent, child, sibling, grandparent, grandchild), temporary transfers for self-defense or at shooting ranges, inheritances, law enforcement officers, and antique firearms from the licensed dealer requirement
• Strengthens safe storage requirements by removing the option to store firearms in a location a "reasonable person would believe to be secure," instead mandating a locked box/container or trigger lock; extends protections to cover access by any prohibited person (not just minors) and raises the minor age threshold from 16 to 18
• Requires licensed dealers to include a trigger lock or gun case with every firearm sale, deliver written safety warnings and a home storage brochure to purchasers, and retain signed compliance statements for at least 6 years
• Prohibits the manufacture, sale, possession, or transfer of firearms or frames/receivers without valid serial numbers (possession ban effective January 1, 2025), bans undetectable firearms, and restricts the use of 3D printers or CNC milling machines for firearm manufacturing to holders of a valid federal manufacturing license
