Officially titled the "Cassie Carli Law," requiring court-approved parenting plans to designate authorized locations for the exchange of children, with courts able to mandate exchanges occur at neutral safe exchange locations when there is a risk or imminent threat of harm to a party or child

Each Florida sheriff must designate at least one parking lot at the sheriff's office or substation as a neutral safe exchange location, accessible 24/7, equipped with adequate lighting, a purple light or sign, and continuous external video surveillance retaining recordings for at least 45 days

Counties, sheriffs, law enforcement officers, and employees of designated safe exchange locations are granted immunity from civil liability for any act or omission related to incidents arising from child exchanges at these locations

Domestic violence injunction proceedings are amended to allow courts to require child exchanges at neutral safe exchange locations or supervised visitation program sites when temporary time-sharing is awarded to the respondent and the court determines it is in the child's best interests

Effective date is July 1, 2024
