Establishes the School Teacher Training and Mentoring Program within the Florida Department of Education to increase teacher effectiveness, improve student achievement, and strengthen classroom management in public schools

Provides $2,000 stipends, subject to appropriation, to retired or current classroom teachers rated as "highly effective" to serve as mentors to new teachers, teachers rated as needs improvement/developing/unsatisfactory, or teachers struggling with behavior management

Requires funding for three mentors per school within each district, with flexibility for districts to allocate additional mentors to schools with proven need; stipends must be prorated equally if appropriated funds are insufficient

Structures the program as a 6-month, 9-session mentoring cycle, beginning with two 90-minute sessions in month one, two 60-minute sessions per month in months two and three, and one 60-minute session per month in months four through six

Requires mentors to have no management relationship with their mentees, maintain confidentiality, and follow program standards based on the University College London Mentoring Handbook; the State Board of Education is authorized to adopt implementing rules
