Raises the maximum estimated construction cost for individual projects under a continuing contract from $4 million to $7.5 million for both governmental entity construction/program management contracts (s. 255.103) and professional architectural/engineering services contracts (s. 287.055)

Requires the Department of Management Services, beginning July 1, 2025, and annually thereafter, to adjust the maximum continuing contract dollar threshold using the June-to-June Consumer Price Index for All Urban Consumers published by the U.S. Bureau of Labor Statistics

Requires the Department of Management Services to publish the annually adjusted maximum contract amount on its website

Changes the requirement that firms providing professional services under continuing contracts "shall not be required to bid against one another" to "may not be required to bid against one another"

Takes effect July 1, 2024
