Prohibits public officers, agency employees, local government attorneys, and candidates from soliciting or accepting anything of value from a "foreign country of concern," as defined in s. 286.101

Requires anyone lobbying a county, municipality, or special district to register with the Commission on Ethics, preempting all local lobbyist registration programs adopted before July 1, 2024

Prohibits county and municipal governing bodies from renewing or extending employment contracts for county administrators, county attorneys, municipal chief executives, and city attorneys during the 8 months preceding a general election, unless approved by a unanimous vote

Prohibits district school boards from renewing or extending employment contracts for superintendents and general counsel during the 8 months preceding a general election for school board members, unless approved by a unanimous vote

Authorizes the Commission on Ethics to investigate sworn complaints alleging lobbyists or principals failed to register or knowingly submitted false registration information, with findings reported to the relevant local government for enforcement
