Allows a Florida-licensed attorney's affidavit to establish presumption of ownership for a motor vehicle or mobile home when the previous owner died testate, eliminating the requirement to submit a copy of the will or other testamentary instrument with the title application

Prohibits the Department of Highway Safety and Motor Vehicles or tax collectors from charging a fee to reissue certificates of title that were lost in transit within 180 days of original issuance

Requires tax collectors in political subdivisions with populations of 1.9 million or greater (per the 2020 census) to appoint qualifying general lines insurance agencies as agents for issuing vehicle registrations, license plates, and validation stickers, effective July 1, 2025; agencies must provide a $2 million performance bond and demonstrate over $500 million in annual policy premiums

Authorizes disabled veterans with 100% service-connected disability to choose a military or specialty license plate instead of the standard "DV" plate, though the veteran must pay applicable plate fees and forfeits certain parking and accessibility privileges associated with the DV plate

Adds two new categories for temporary tags: one for existing vehicle owners transferring a valid out-of-state title subject to a lien, and one for active-duty military servicemembers with a valid Florida driver license deployed outside the state, each valid for 60 days
