Expands the definition of "public works project" under Florida law to include activities paid for with any local or state-appropriated funds, not just state-appropriated funds alone

Excludes from the "public works project" definition incidental goods, services, or work such as security, janitorial, landscaping, maintenance, and transportation services that do not require a construction contracting license or involve supplying/carrying construction materials

Maintains the existing prohibition preventing the state or political subdivisions from barring contractors, subcontractors, or material suppliers from bidding on public works projects based on the geographic location of their headquarters or employees' residences

Creates an exception allowing a county or municipality to apply geographic-based bidding preferences when the county or municipality is the sole source of funding for the public works project

Effective date of July 1, 2024
