Creates the Youth Conflict Resolution and Peer Mediation Pilot Program for the 2025-2026 school year, lasting one school year, subject to legislative appropriation, with the goal of reducing juvenile violence by teaching students peaceful conflict resolution skills

Commissioner of Education must select five middle or high schools to participate, prioritizing schools with high rates of juvenile violence, and must choose both a conflict resolution curriculum and a nonprofit organization to oversee implementation

Participating schools must implement the selected curriculum alongside their existing disciplinary framework, provide requested data, and complete pre- and post-program surveys created by the nonprofit organization

The selected nonprofit organization must collect data on juvenile violence rates before and after the program and submit a final report to the Governor, the Senate President, the House Speaker, and the Department of Education, including findings and recommendations for statewide expansion

Effective date is July 1, 2024, with the State Board of Education authorized to adopt rules to administer the program
