Abrogates the common-law remedy of citizen's arrest in Florida by creating Section 901.001, Florida Statutes, prohibiting any private person who is not a law enforcement officer from arresting another person for a violation of state law

Exempts law enforcement officers acting outside their jurisdiction, allowing them to arrest a person who commits a felony in their presence or when they have probable cause to believe the person committed a felony

Exempts private persons who detain, without the use of deadly force, someone who has illegally entered their dwelling, vehicle, or vessel, provided they hold the person only until law enforcement arrives
