Allows tax collectors in Florida to appoint general lines insurance agencies licensed under chapter 626 as agents to issue vehicle registration certificates, license plates, validation stickers, and mobile home stickers upon petition by the agency's agent in charge

Appointed general lines agencies must provide a $2 million performance bond to the Department of Highway Safety and Motor Vehicles and submit audited financial statements from a Florida-licensed CPA for the previous 2 years showing policy premiums exceeding $500 million in each year

Appointed agencies are not required to serve the general public and may limit registration services solely to their existing customers in the normal course of business

Services may not be offered at more than five locations per county where the agency has a branch office, and the agency must be approved by the tax collector for access to the electronic filing system

The Department of Highway Safety and Motor Vehicles is authorized to adopt rules for administering the program, including petition requirements, financial statement content, and enforcement authority for noncompliance; effective date is July 1, 2024
