Creates section 330.395, Florida Statutes, requiring commercial airport authorities established by the Legislature as dependent special districts to prohibit aircraft from landing unless the aircraft meets FAA Stage 3 operating noise standards and does not exceed the runway pavement classification for aircraft weight under International Civil Aviation Organization standards

Aircraft meeting both the noise and weight requirements are expressly authorized to land at these airports

Airport authorities may impose special restrictions on aircraft weighing between 75,000 and 125,000 pounds, including limiting landings to no more than 20 per year, restricting landings to avoid interfering with daytime operations, charging higher landing fees, and charging more for hangar and storage facilities

Airport authorities may require documentation verifying compliance with noise and weight standards before an aircraft's initial landing and annually thereafter

Effective date is July 1, 2024
