Candidates required to dispose of surplus campaign funds may request the Division of Elections to audit their final campaign finance report before disposition, tolling the 90-day disposal deadline until 10 business days after audit completion

Division of Elections must conduct random audits of campaign finance reports after each general election cycle, covering a random sample of 3% of all qualified candidates in state, judicial, multicounty, and special district office groups, as well as 3% of all political committees and electioneering communication organizations

Division must adopt rules governing the sample selection process by October 1, 2024, complete selections no later than 30 days after each general election, and promptly notify treasurers of selected entities

Treasurers of selected candidates, political committees, or electioneering communication organizations must maintain valid contact information with the Division until the audit is completed or they are confirmed not selected

The audit selection process and the method by which entities are chosen are exempt from Florida's Administrative Procedure Act (Chapter 120), and candidates selected for random audit may maintain their campaign accounts during the audit solely to correct audit findings
