Authorizes the Florida Department of Education to contract with recognized African-American history museums, in addition to existing educational organizations, to develop teacher training and classroom resources on African-American history

Creates Section 1003.4551, requiring the Department of Education to annually verify, beginning in the 2024-2025 school year, that all school districts, charter schools, and scholarship-accepting private schools implement required instruction on the history of the Holocaust and the history of African Americans

Mandates that each covered school develop and publicly post an implementation plan, establish ongoing professional development for instructional staff, integrate curricula across all appropriate subject areas, partner with a state university, and engage parents and community members in curriculum development

Imposes penalties for noncompliance: district superintendents must submit written explanations to their school board and the Commissioner of Education; charter schools are deemed in violation of their charter; and private schools are barred from receiving state scholarship funds until evidence of compliance is provided

Requires statewide standardized English Language Arts assessments for grades 3 through 10 to incorporate, when appropriate, curricula content from the history of the Holocaust and the history of African Americans alongside existing social studies content
