Increases the base salary for county tax collectors and elected district school superintendents by $5,000 across all six population groups, with new base salaries ranging from $26,250 (counties under 50,000) to $41,475 (counties over 1,000,000)

Extends state adoption benefits to tax collector employees who adopt children from the child welfare system on or after July 1, 2024, providing $25,000 per difficult-to-place child and $10,000 per non-difficult-to-place child — the same amounts available to law enforcement officers

Authorizes county tax collectors to budget for and pay hiring or retention bonuses to employees, subject to approval by the Department of Revenue in the tax collector's respective budget

Permits district school boards to contract with the county tax collector's office to have tax collector employees administer road tests on school grounds at one or more schools within the district

Effective date is July 1, 2024
