All plans submitted on or after July 1, 2024, for construction of a pedestrian crosswalk on a public road at any location other than an intersection must include coordinated traffic control signal devices and pedestrian control signals conforming to the Federal Highway Administration's Manual on Uniform Traffic Control Devices and applicable Florida DOT specifications.

Coordinated signals must ensure that vehicular traffic comes to a complete stop before pedestrians are allowed to enter the crosswalk.

Traffic control signal devices at intersections adjacent to the mid-block crosswalk must be taken into consideration as provided in the Manual on Uniform Traffic Control Devices and DOT specifications.

By October 1, 2028, the entity with jurisdiction over a road containing a mid-block crosswalk must either install coordinated traffic control and pedestrian signals meeting the new requirements or remove the crosswalk entirely.

The Legislature declares the act fulfills an important state interest, which under Florida law preempts local government authority on the matter.
