Exempts from public records requirements certain information submitted to Florida's Office of Financial Regulation as part of applications to organize new state banks or state trust companies, including personal financial information, government-issued ID numbers, institutional books and records, and proposed business plans

Makes the personal identifying information (names, addresses, emails, phone numbers, photos, work experience, etc.) of proposed officers or directors who currently work at other financial institutions exempt from public disclosure until the application is approved and the charter is issued

Authorizes Office of Financial Regulation officers or employees to disclose otherwise-exempt personal identifying information during the course of an investigation or examination related to a new bank or trust company application

Justifies the exemptions as necessary to prevent retribution against individuals whose involvement in a proposed new bank could jeopardize their current employment at another financial institution, and to prevent competitive harm from public disclosure of business plans

Subjects the exemptions to the Open Government Sunset Review Act, with automatic repeal on October 2, 2029, unless reenacted by the Legislature; effective date of July 1, 2024
