Increases penalties for railroad-highway grade crossing violations to $500 for a first offense and $1,000 for subsequent offenses, with 6 points assessed against the driver's license and up to 6 months license suspension for repeat offenders of insufficient clearance violations

Prohibits designation of new metropolitan planning organizations (M.P.O.'s) after July 1, 2024, except in urbanized areas not contiguous to areas designated before the 2020 census, and requires the Department of Transportation to review and approve each M.P.O.'s long-range transportation plan for productive flow and connectivity

Eliminates the Metropolitan Planning Organization Advisory Council and replaces it with a requirement that the Department of Transportation convene M.P.O.'s of similar size at least annually to exchange best practices and create quality performance metrics with minimum acceptable scores that M.P.O.'s must report annually beginning in 2025

Requires the Department of Transportation to submit a report to the Governor and Legislature by October 31, 2024, reviewing department district boundaries and recommending whether any should be redrawn due to population growth and increased urban density

Revises the Center for Urban Transportation Research advisory board to include 10 members with specific appointing authorities, including the Senate President, House Speaker, and the Secretaries of Transportation and Commerce
