Creates s. 775.0848, F.S., requiring mandatory reclassification of felony penalties one degree higher for any person who commits a felony after a prior federal conviction for unlawful reentry of removed aliens under 8 U.S.C. § 1326, up to and including reclassification of a first-degree felony to a life felony.

Creates s. 908.12, F.S., authorizing reclassification of any misdemeanor or felony penalty one degree higher when the offense was committed for the purpose of benefiting, promoting, or furthering the interests of a transnational crime organization.

Defines "transnational crime organization" as an organization that routinely facilitates the international trafficking of drugs, humans, or weapons, or the international smuggling of humans.

Reclassification under the transnational crime organization provision ranges from elevating a second-degree misdemeanor to a first-degree misdemeanor, up to elevating a first-degree felony to a life felony.

Effective date is October 1, 2024.
