Establishes 12-consecutive-year term limits for elected governing body members of independent special districts, with service before November 5, 2024, not counting toward the limit; exempts community development districts established under chapter 190

Prohibits the creation of new safe neighborhood improvement districts on or after July 1, 2024, while allowing existing districts to continue operating, and requires the Office of Program Policy Analysis and Government Accountability to conduct performance reviews of all such districts by September 30, 2025

Requires all special districts to establish goals, objectives, and performance measures by October 1, 2024, and publish an annual report on their website by December 1 of each year detailing achievements and failures

Adds new criteria for declaring special districts inactive, including independent districts or community redevelopment districts reporting no revenue, expenditures, or debt for at least 5 consecutive fiscal years; extends the objection filing period from 21 to 30 days and limits inactive districts to spending only on debt service and existing contractual obligations

Reduces the maximum millage rate for mosquito control districts from 10 mills to 1 mill, requires boundary changes only through special act of the Legislature, and mandates that districts file tentative work plans and budgets with the Department of Agriculture and Consumer Services
