Revises water well contractor license examination requirements to mandate that applicants have at least 2 years of experience with wells permitted in Florida and provide a list of at least 10 wells permitted in the state, with at least 7 constructed by the applicant within the preceding 5 years

Prohibits any business entity from advertising water well drilling or construction services unless the business is owned by a licensed water well contractor or employs a full-time licensed water well contractor

Authorizes entities that have been delegated enforcement powers by water management districts to apply the districts' disciplinary guidelines and requires notices to be delivered by certified mail instead of registered mail

Clarifies that the Department of Environmental Protection's variance review and advisory committee is not responsible for reviewing water well permitting but must consider all legal requirements related to onsite sewage treatment and disposal systems when recommending action on variance requests

Effective date is July 1, 2024
