Creates the Insurance Solutions Advisory Council within the Office of Insurance Regulation to analyze data and evaluate information relating to Florida's property and automobile insurance market, serving in an advisory capacity to the office and the Legislature

Composed of 13 members appointed by the Speaker of the House (3), Senate President (3), Governor (3), Chief Financial Officer (2), Citizens Property Insurance Corporation board chair (1), and the Insurance Commissioner or designee

Governor's three appointees must not be affiliated with an insurance company, with at least one being a consumer advocate and one recommended by the Florida Insurance Council; the Governor designates the council's chair

Members must be appointed by August 1, 2024, serve without compensation (but receive per diem and travel reimbursement), and the council must submit its first annual report by October 1, 2024, with recommendations on property and automobile insurance

The advisory council expires June 30, 2029, unless reenacted by the Legislature, and the Office of Insurance Regulation is required to provide staffing and administrative support
