Expands registration requirements with the Florida Department of Health for medical offices performing liposuction procedures involving patient rotation between supine, lateral, and prone positions, in addition to existing requirements for liposuction removing more than 1,000 cubic centimeters of fat and Level II/III office surgeries.

Creates new statutory sections (ss. 458.3281 and 459.0139) establishing detailed standards of practice for office surgeries across three levels (Level I, II/II-A, and III), specifying scope of procedures, required equipment and medications (including specific crash cart contents), anesthesia monitoring standards, staffing requirements, and life support certification mandates for each level.

Requires offices performing liposuction with patient repositioning or gluteal fat grafting to prove compliance with Florida Building Code s. 469 for office surgery suites, maintain ultrasound guidance equipment, document fat removal amounts, and demonstrate that physicians have hospital privileges within 30 minutes; offices unable to provide such proof must be referred to the Agency for Health Care Administration for potential ambulatory surgical center licensure.

Mandates that registered offices list all medical personnel (physicians, anesthesia providers, nurses, physician assistants) with license numbers at the time of application, notify the department within 10 calendar days of any personnel additions or terminations, and imposes a $5,000-per-incident fine on physicians performing covered procedures in unregistered settings.

Establishes a registration update process for offices registered before July 1, 2024, requiring compliance with new standards by their next annual inspection, with offices whose inspections fall in July or August 2024 eligible for a 60-day postponement; caps elective cosmetic surgery duration at 8 hours and limits overnight patient stays to 23 hours and 59 minutes total.
