Reorganizes FDOT's areas of program responsibility by adding new divisions including transportation technology, statewide corridors, emergency management, safety, and forecasting and performance, while removing the requirement that the secretary appoint the department's inspector general

Requires any governmental entity proposing to repurpose existing traffic lanes to conduct a traffic study, notify affected property owners and municipalities at least 180 days before completing the design phase, and hold at least one public meeting with 30 days' prior notice

Extends and restructures the Alligator Alley fire station interlocal agreement, setting the 2024-2025 reimbursement at $2 million and requiring the local government to submit a maintenance and operations comprehensive plan by December 31, 2024, and every 5 years thereafter

Prohibits public transit providers receiving state funds from spending those funds on marketing or advertising on vehicles, limits window tinting on transit vehicles, requires annual public disclosure of executive compensation and administrative costs, and caps general administrative costs at no more than 20 percent above the annual state average for their tier

Allocates $15 million annually in recurring funds from the State Transportation Trust Fund for the Intermodal Logistics Center Infrastructure Support Program from fiscal year 2024-2025 through 2029-2030, and reallocates unallocated New Starts Transit Program funds to the Strategic Intermodal System through June 30, 2026
