Beginning in the 2026-2027 school year, Florida public schools must provide age-appropriate instruction on the history of communism, including domestic communist movements, atrocities committed under communist regimes, China's Cultural Revolution, Cuba's communist policies, and the spread of communist ideologies throughout Latin America

Creates the Institute for Freedom in the Americas at Miami Dade College, located at the Freedom Tower, to preserve free society ideals and promote democracy in the Americas through workshops, symposiums, conferences, and academic coursework

The institute's direct-support organization board consists of five members appointed by the Governor (3), the President of the Senate (1), and the Speaker of the House of Representatives (1), including representatives from Miami Dade College and the Adam Smith Center for Economic Freedom

Renames the Adam Smith Center for the Study of Economic Freedom at Florida International University to the Adam Smith Center for Economic Freedom and expands its goals to include partnering with the new institute, studying educational freedom, and emphasizing Latin America and the Caribbean

Directs the Department of State and Department of Education to consult with stakeholders and provide a recommendation to the Legislature by December 1, 2024, on the creation of a museum of the history of communism, with this provision expiring July 1, 2025
