Establishes the Florida Medical School Scholarship and Grant Program within the Florida Education Fund to provide scholarships to black and Hispanic U.S. citizens enrolled in accredited medical schools or approved physician assistant programs in Florida

Priority for scholarships is given to students who graduated from a Florida high school within the last 10 years or from a Florida postsecondary institution within the last 5 years; scholarship amounts are determined by the fund

Authorizes grants to postsecondary institutions or 501(c)(3) nonprofit organizations to create nontraditional mentoring services and support programs for minority and underrepresented students pursuing professional degrees

Appropriates $750,000 in recurring funds from the General Revenue Fund beginning in fiscal year 2024-2025 to implement the program

Expands the mission of the Florida Education Fund to include increasing minority representation in medical fields, and requires the Board of Directors to fund the new program and create an administrative budget for it
