Exempts applicants for medical marijuana treatment center licenses under the Pigford v. Glickman or In Re Black Farmers Litig. class member provision from both the nursery certification and bond/financial requirements (subparagraphs (b)1. and (b)2.), expanding an existing exemption that only covered one of those requirements

Requires that any medical marijuana treatment center license granted to an individual class member under the Black farmer provision be changed to reflect the name of that class member's business entity or partnership

Amends Chapter 2023-292, Laws of Florida, to provide that the death of an applicant whose application triggered a Department of Health notice does not bar the applicant's estate from challenging the department's licensing decision

Prohibits the Department of Health from using an applicant's death as a reason to deny an administrative or judicial challenge, and requires the license be issued to the applicant's estate upon a successful challenge

Declares the act remedial in nature and applies retroactively, taking effect upon becoming law
