Creates the "Pet Insurance Act" (Section 627.71545, F.S.) establishing a comprehensive regulatory framework for the sale of pet insurance in Florida, with an effective date of January 1, 2025

Requires pet insurers to make detailed disclosures to applicants and policyholders regarding coverage exclusions (preexisting conditions, chronic conditions, congenital/hereditary disorders), waiting periods, deductibles, coinsurance, policy limits, and how claims are calculated

Grants policyholders a 30-day free-look period to examine and return a pet insurance policy or rider for a full premium refund, provided no claim has been filed

Limits waiting periods to no more than 30 days for illnesses, diseases, or non-accident orthopedic conditions, prohibits waiting periods for accidents, and requires insurers to allow waiver of the waiting period upon completion of a veterinary examination

Prohibits pet insurance agents from marketing wellness programs as pet insurance, requires wellness program costs and terms to be separate and identifiable from pet insurance policies, and bars insurers from conditioning pet insurance eligibility on participation in a wellness program
