Creates section 1006.05, Florida Statutes, establishing a mental health coordinated system of care for children in school districts, requiring districts providing mental health services to students with mental health or co-occurring substance use disorders to adhere to guiding principles under s. 394.491

Requires school districts to contract with managing entities to provide care coordinators for students with complex behavioral health needs who continue to experience adverse outcomes due to unmet needs or inability to engage

Defines "care coordinator" as a person responsible for developing and implementing services plans, linking service providers to children and families, monitoring service delivery, providing advocacy, and collecting information on treatment effectiveness

Mandates that when a student returns to school after an involuntary admission to an acute psychiatric care facility, the school district must address recommendations from the managing entity's care coordinator

Requires each school district to meet general performance outcomes for the child and adolescent mental health treatment and support system and report annually to the Department of Education on those outcomes and how related funding is allocated and spent; effective July 1, 2024
