Eliminates the "minimum-risk nonresidential" restrictiveness level for juvenile commitments and redesignates the "nonsecure residential" level as "moderate-risk residential," while redefining maximum-risk residential facilities to replace references to "juvenile correctional facilities or juvenile prisons"

Authorizes Department of Juvenile Justice personnel and contracted providers with direct youth contact to possess, store, and administer emergency opioid antagonists, with immunity from civil and criminal liability for such administration

Revises juvenile justice education requirements by removing separate accountability and reporting mandates for residential programs, shifting assessment selection to district school boards, allowing the Florida Scholars Academy board of trustees to approve an annual 250-day academic calendar with up to 20 days reducible for teacher planning, and authorizing the department to purchase promotional and educational materials for recruitment and public safety outreach
