Redirects funding within the Land Acquisition Trust Fund by reducing the Resilient Florida Trust Fund share from 5.4175% to 2.875% and increasing the Water Protection and Sustainability Program Trust Fund share from 5.4175% to 7.959%

Dedicates 40% of Water Protection and Sustainability Program Trust Fund proceeds, or $60 million (whichever is greater), to the Indian River Lagoon Protection Program for connecting onsite sewage treatment and disposal systems to wastewater treatment facilities

Caps state grants to local governments at no more than 50% of the total cost to install and connect identified onsite sewage systems to wastewater treatment facilities

Requires the Department of Environmental Protection to identify and categorize all commercial and residential properties using onsite sewage systems within the Indian River Lagoon basin by level of waterbody impairment and estimated economic cost of connection, then conduct a cost-benefit analysis to prioritize projects with the highest return on investment for water quality improvement

Mandates the Department of Environmental Protection to submit an annual prioritized project report to the Senate President, House Speaker, and appropriations committee chairs no later than 30 days before the start of each regular legislative session
