Declares the Kristin Jacobs Coral Reef Ecosystem Conservation Area (offshore of Broward, Martin, Miami-Dade, and Palm Beach Counties) as an aquatic preserve and extends seagrass scarring protections to cover it

Requires water management districts to develop rules by December 31, 2025, promoting reclaimed water use, including allowing consumptive use permit durations of up to 30 years for projects using reclaimed water meeting advanced waste treatment standards and permit extensions of up to 10 years for existing permittees

Transfers the Onsite Sewage Program from the Department of Health to the Department of Environmental Protection through a phased approach, shifting enforcement to DEP's administrative and judicial remedies under Chapter 403, depositing collected penalties into the Water Quality Assurance Trust Fund, and authorizing DEP to delegate program duties to counties

Overhauls the Resilient Florida Grant Program by expanding eligible grant activities, updating vulnerability assessment standards to use 2022 NOAA sea level rise scenarios, requiring coordination with the Florida Flood Hub and Chief Resilience Officer, and broadening the definition of communities eligible for reduced cost shares to include those with per capita income at or below 75% of the state average

Requires all domestic wastewater treatment facilities (not just those in water resource caution areas) to prepare reuse feasibility studies, mandates reuse implementation where feasible, and by July 1, 2034, requires wastewater facilities providing reclaimed water for irrigation within nutrient basin management action plan areas to meet advanced waste treatment standards for nitrogen and phosphorus
