Repeals Florida's ban on abortion after 15 weeks gestational age (and the pending 6-week ban from chapter 2023-21) and replaces it with a prohibition only in the third trimester, with exceptions for the life or serious physical health of the pregnant woman

Repeals prohibitions on the use of state funds for travel to another state for abortion services and for sex-reassignment prescriptions or procedures, as well as the law establishing medical conscience protections for health care providers and payors

Requires Medicaid reimbursement for medically necessary gender-affirming care related to gender dysphoria and prohibits the agency from discriminating in reimbursement based on a recipient's gender identity or transgender status

Creates the "Health Care Transparency and Accessibility Act," requiring health care facilities that refuse to provide certain services to notify patients in writing, submit refused-services lists to the Department of Health by October 1, 2024, and face fines up to $5,000 per day for noncompliance

Repeals Florida's restrictions on sex-reassignment prescriptions and procedures (including civil liability provisions for providing such procedures to minors), the statutory definitions of "sex" and "sex-reassignment prescriptions or procedures," and the requirement for hospitals to collect patient immigration status data
