Prohibits citizen-led county charter amendments that preempt development orders, land development regulations, comprehensive plans, or voluntary annexations unless expressly authorized in a county charter lawful and in effect on January 1, 2024

Replaces the Florida Defense Support Task Force with a new direct-support organization under the Department of Commerce, structured as a 501(c)(3) nonprofit corporation governed by a 13-member board of directors appointed by the Governor, Senate President, and House Speaker, with a repeal date of October 1, 2029

Creates the Supply Chain Innovation Grant Program within the Department of Commerce, jointly administered with the Department of Transportation, to fund infrastructure projects at ports, railroads, airports, and intermodal logistics centers that increase freight capacity and supply chain innovation, requiring a one-to-one match of nonstate funds and expiring June 30, 2034

Extends the maximum loan term under the Local Government Emergency Revolving Bridge Loan Program from 5 years to 10 years, and authorizes the department to amend loan agreements executed before February 1, 2024, to reflect the new term

Revises the comprehensive plan amendment process so that amendments are deemed withdrawn if a local government fails to transmit adopted amendments to the state land planning agency within 10 working days after the final adoption hearing
