Modifies hurricane evacuation clearance time requirements for the Florida Keys Area by excluding mobile home residents from the permanent resident count and requiring the City of Key West Area of Critical State Concern to be included in the hurricane evacuation study

Grants the land authority power to require income compliance checks each time an affordable housing homeownership unit is conveyed, with the original funding memorialized in a perpetual deed restriction that may be subordinated to a first mortgage and state or federal funding liens

Exempts counties or municipalities that include or have included an area of critical state concern within the previous 5 years from the requirement to reserve at least 30% of local housing assistance trust fund deposits for very-low-income persons and an additional 30% for low-income persons; this exemption expires July 1, 2029, and applies retroactively

Allows counties designated as areas of critical state concern to use up to $35 million in accumulated surplus from tourist development tax and tourist impact tax revenues collected through September 30, 2024, to provide affordable housing for private sector tourism-related employees, with a requirement that such housing maintain affordable status for at least 99 years

Requires expenditure of the accumulated surplus funds to be approved by a majority vote of the board of county commissioners; effective date is July 1, 2024
