Defines "foreign countries of concern" as China, Russia, Iran, North Korea, Cuba, the Maduro regime in Venezuela, and Syria, including any agencies or entities under their significant control

Prohibits charitable organizations from soliciting or accepting contributions or anything of value from a "foreign source of concern," which includes governments, political parties, corporations, and individuals domiciled in those countries who are not U.S. citizens or lawful permanent residents

Requires the Florida Department of Agriculture and Consumer Services to create and publish an "Honest Services Registry" on its website, allowing charitable organizations to voluntarily attest that they do not receive funding from or have messaging influenced by foreign sources of concern

Violations constitute unfair or deceptive trade practices under Florida law and carry criminal penalties of a third-degree felony for a first offense and a second-degree felony for subsequent convictions

Effective date is July 1, 2024
