Expands identification requirements for first-time voters who register by any method other than at a DHSMV office, requiring documents such as a U.S. passport, birth certificate, naturalization papers, or unrestricted social security card paired with a photo ID; removes the exemption for voters aged 65 and older

Mandates DHSMV provide weekly reports and query-based reports to the Department of State and supervisors of elections on driver license surrenders, deaths, and non-citizen status, and treats obtaining an out-of-state driver license as a written request for voter registration removal

Requires supervisors of elections to conduct quarterly bulk list maintenance comparing voter rolls against DHSMV and other data sources to identify non-citizens, deceased voters, out-of-state movers, and addresses with more registered voters than allowed by zoning regulations

Adds voter education requirements including instruction on updating registration information, canceling registration upon moving out of state, and prominently displaying registration cancellation instructions on websites that provide voter registration updates; effective date of July 1, 2024
