Prohibits construction, operation, or expansion of offshore wind energy facilities in Florida waters and bans wind turbines within 1 mile of the coastline, while directing the Department of Environmental Protection to review and approve or object to federal wind energy lease applications in adjacent U.S. territorial waters

Repeals the Florida Energy and Climate Protection Act and related programs, including the Renewable Energy and Energy-Efficient Technologies Grants Program, the Florida Green Government Grants Act, the Energy Economic Zone Pilot Program, and the Qualified Energy Conservation Bond Allocation Program, rescinding all certifications and allocations under those programs

Rewrites the state's energy policy to remove references to climate change and greenhouse gas reduction, replacing them with goals focused on cost-effective, reliable, and secure domestic energy supply, economic growth, and protection of natural resources

Classifies natural gas resiliency facilities as permitted uses in all commercial, industrial, and manufacturing zoning districts, prohibits local governments from amending comprehensive plans to conflict with this classification after July 1, 2024, and creates a cost-recovery mechanism for natural gas facilities relocation through the Public Service Commission

Requires the Public Service Commission to assess electric grid and natural gas security against physical and cyber threats (report due July 1, 2025), study the feasibility of advanced nuclear power technologies including small modular reactors (report due April 1, 2025), and directs the Department of Transportation to evaluate hydrogen fueling infrastructure development (report due April 1, 2025)
